By All Rights: European entertainment entrepreneurs Leo Kirch and Silvio Berlusconi have snatched up the TV rights to “Blue Angel,” Donald Spoto’s forthcoming biography of Marlene Dietrich. Executive producer of their project will be Susan Pollock, who served in the same capacity for ABC’s “The Kennedys of Massachusetts,” NBC’s “The Two Mrs. Grenvilles” and “Evergreen.” . . . Tom and Dick Smothers have licensed 72 episodes of their 1960s CBS “Smothers Brothers Comedy Hour” to Paul Brownstein Productions, which will edit them to a half-hour series for syndication.
