The Community Development Block Grant funds are allocated by the U.S. Department of Housing and Urban Development for local community projects.

The council also allocated more than $130,000 to nonprofit agencies, giving priority to groups that directly benefit Orange residents, benefit low- and moderate-income households and have demonstrated capable administration.
