ON THE OUTS? There’s speculation that federal drug czar Bob Martinez is going to be eased out of his job and into a diplomatic post. It comes in the wake of disappointing news from the drug war and Martinez’s extremely low profile--in contrast to his predecessor, William J. Bennett, whose bludgeoning prose helped keep the drug fight on Page One. Martinez’s spokesman insists his boss has no plans to step down. One White House official says nothing will happen until “after Thanksgiving”--in other words, after Election Day.
