* HISTORICAL: Rejected the city Cultural Heritage Commission’s recommendation to designate the Westwood Ambassador Apartments at 10427 Wilshire Blvd. in Westwood a Historic-Cultural Monument. Councilman Zev Yaroslavsky, who represents the area, voted for approval.

* BUILDING PERMITS: Approved an ordinance initiated by Councilmen Michael Woo and Yaroslavsky regulating the issuing of building permits for properties within Westwood, West Los Angeles and Brentwood-Pacific Palisades, an area generally bounded by Beverly Hills on the east, Sunset Boulevard on the north, Santa Monica on the west and the Santa Monica Freeway on the south.

* VENICE FESTIVAL: Approved the temporary closure of Abbott Kinney Boulevard from Venice Boulevard to Brooks Avenue in Venice from 7:30 a.m. to 8 p.m. Aug. 8 and 9 for the annual Venice Arts and Crafts Festival.

* BLOCK PARTY: Approved the temporary closure of Muirfield Road between Coliseum Street and Martin Luther King Boulevard in the Crenshaw area from noon to 6 p.m. Sept. 19 for the Muirfield Road Neighborhood Watch block party.

HOW THEY VOTED

* PODS: Gave tentative approval to an ordinance initiated by Councilmen Michael Woo and Marvin Braude creating pedestrian-oriented districts. Regulations will be developed to promote such things as outdoor dining, kiosks, plazas, arcades and vending from carts that would create a pleasing street environment. Passed: 13-0. Voting yes: Braude, Ruth Galanter, Nate Holden, Mark Ridley-Thomas, Woo and Yaroslavsky. John Ferraro was absent.

* CANDIDATES FOR OFFICE: Rejected a proposal that would have required council members to resign from the council before they could run for another public office. Failed: 3-10. Voting yes: Ridley-Thomas. Voting no: Braude, Galanter, Holden, Woo and Yaroslavsky. Ferraro was absent.

* BALLOT MEASURE: Failed to act on a proposal to place a ballot measure before voters on whether the authority to redistrict the Los Angeles Unified School District should be transferred from the council to the Board of Education. Instead, the council voted to send the matter to the city’s Rules and Election Committee for further study. Passed: 11-1. Voting yes: Galanter, Holden, Ridley-Thomas, Woo and Yaroslavsky. Braude voted no. Ferraro was absent.
