ABSENTEE LIST: Conspicuous among the Orange County folks at the Republican National Convention Monday were those who didn’t make it: most of the legislative delegation. They’re still hammering out a budget in Sacramento. Sen. Marian Bergeson (R-Newport Beach), who has been to the last three GOP conventions, says she’s sorry to miss it. . . . “It’s the party for us,” she says. “But we’ve got a budget to put out. We hope to have it by the end of this week.”
