ROADBLOCK: The state Coastal Commission staff, in a report issued today, will likely recommend denial of permits needed to build the 14-mile, $1-billion San Joaquin Hills tollway. Reason: It would cross San Diego Creek near Upper Newport Bay. That violates state policy of no new highways in coastal wetlands. . . . But the tollway folks are confident commissioners will side with them at a Nov. 18 hearing. Says tollway spokesman Mike Stockstill: “Our assumption is that it will pass easily.”
