On Board: The rap group Arrested Development received a record-setting six nominations--including nods for best R&B; group album, best rap album and best R&B; song--as nominees were announced Tuesday for the seventh annual Soul Train Music Awards. En Vogue was named in four categories, while Michael Jackson, Mary J Blige and Boyz II Men received three nominations each. The awards, covering rhythm and blues, gospel, rap and jazz, will be presented March 9 at the Shrine Auditorium.
