Obituary : Frank Orme; Fought for Higher TV Standards
Frank Orme, 87, president of the National Assn. for Better Broadcasting, who fought for higher standards in children’s programming and throughout the TV industry and kept in force a ban on network ownership of cable television systems. Orme, a veteran of consumer-oriented organizations, argued to the Federal Communications Commission that networks would put local cable operators out of business and would limit program diversity because they would simply extend their standards to cable. But last June the FCC lifted the 22-year-old restriction, permitting ABC, CBS and NBC to own cable systems. On Sunday in Culver City of the complications of age.
