LANCASTER : Judge Urges Lifting Physician’s License

A state administrative law judge has recommended revoking the medical license of Lancaster obstetrician Ziyad A. Ghabra, concluding he “battered and sexually abused women” patients over a six-year period.

The ruling by Judge Rosalyn Chapman follows Ghabra’s sentencing last month in Lancaster Superior Court to one year in jail and five years probation after pleading no contest to felony sexual battery involving a female visitor to his office.

The seven-member division of medical quality of the Medical Board of California is expected to decide as early as next week whether to accept Chapman’s ruling. State investigators have accused Ghabra, 42, of sexually abusing four patients, an employee and the office visitor since 1986.
