A man who surrendered to police this week was charged Wednesday with killing two Compton police officers in February and also with a 1992 murder.

Regis Deon Thomas, 22, is scheduled to be arraigned on three murder charges today and on charges of possessing and concealing a weapon, said Dist. Atty. Gil Garcetti. He identified the victim in the third slaying as Carlos Adkins, who was shot to death Jan. 31, 1992, in an apartment in Torrance.

Thomas had been charged with murder in that case and spent four months in jail awaiting trial. But Garcetti said the case unraveled and was dismissed last fall after one witness was shot to death and another recanted.

He would not describe the evidence but noted that the same type of gun that killed Officers Kevin Michael Burrell, 29, and James Wayne MacDonald, 23, on Feb. 22 was used to kill Adkins. Such a gun is in police custody, he said.
