A summary of significant Los Angeles City Hall decisions affecting the Westside in the last week.

CITY COUNCIL LAX: Approved a proposal to provide soundproofing for up to 8,856 residences near Los Angeles International Airport. The $70-million, 17-year Residential Sound Insulation Program is voluntary. Under the program, the first phase is being supplied with $5.6 million, with $3.3 million coming from the federal government and $2 million from the Department of Airports. HOLLYWOOD SECURITY: Approved spending $750,000 to hire 14 private security guards to patrol Hollywood Boulevard in Hollywood seven days a week, 15 hours a day. The guards are to supplement police protection of the area. The service is expected to start in early June. A one-year contract for the service was awarded to Patriot Security of Hollywood. HOLLYWOOD PROMOTION: Approved spending $300,000 to pay for Live on Hollywood, a marketing project to promote events, historic tours and other activities to help revitalize Hollywood. A one-year contract was approved for the Project for Public Spaces, a nonprofit organization based in New York, to administer the program. HOLLYWOOD LEASE: Approved spending $292,320 for a six-year lease of the old Arthur Murray Dance Studios, a historic building at Hollywood Boulevard and Orange Drive, to house the city Community Redevelopment Agency staff. The staff directs the revitalization of the Hollywood area. HOLLYWOOD BOWL: Councilman John Ferraro introduced a proposal requesting that fees be waived for traffic control officers provided to the Los Angeles Philharmonic Assn. for concerts at the Hollywood Bowl in 1993. The council approved an ordinance earlier this year requiring sponsors of such events pay for traffic control. During the 1992 season, traffic costs for the bowl amounted to $133,514. Ferraro said the association has stated it will pay fees for 1994. WALK OF FAME: Approved spending $100,000 to provide maintenance and landscaping of the Hollywood Walk of Fame. APPOINTMENT: Marlene Grossman of Brentwood was appointed to the Board of Zoning Appeals. Grossman replaces Katherine Diamond, who resigned. HOW THEY VOTED How Westside representatives voted on selected issues. SMOKING: Approved a proposal by Councilwoman Ruth Galanter prohibiting smoking anywhere in City Hall or police headquarters to minimize fire hazards in the buildings, which do not have sprinklers. A proposal by Councilman Marvin Braude to ban smoking in all city facilities on the basis of health concerns is pending before the council. PASSED: 12-0. VOTING YES: Braude, Galanter, Ferraro, Mark Ridley-Thomas, Michael Woo and Zev Yaroslavsky. ABSENT: Nate Holden. CRIME: Approved a proposal to spend $100,000 of unused office expense funds from Braude’s district to pay for police overtime in areas of his district where crime is increasing. Police are to determine how they will spend the money, Braude said. Most of the funds will be spent in the San Fernando Valley, but $30,000 will go to West Los Angeles and $10,000 to Mar Vista. PASSED: 10-0. VOTING YES: Braude, Galanter, Ferraro, Holden, Ridley-Thomas and Yaroslavsky. ABSENT: Woo.
