World IN BRIEF : THE HAGUE : 66 Nations Sign Adoption Treaty

Sixty-six nations signed a treaty to protect the rights of the 20,000 children each year who are adopted by people from another country. The desperation of childless couples in the West and of Third World parents who are poor or unable to cope has spawned an industry of private adoption organizations, which do not always act in the best interests of the child. The treaty establishes ground rules for setting up central authorities in each country as well as an official definition of adoption.
