James A. Williams has been appointed to the newly created position of senior vice president of information services and chief information officer for PacifiCare Health Systems Inc. He will oversee the Cypress company’s electronic data and information systems. Before joining PacifiCare, Williams was senior vice president for information services at Sanwa Bank California. He has also held senior information services posts with Security Pacific Automation Co., Citibank and Merchants National Bank & Trust Co.
