LAKE VIEW TERRACE : Council OKs Plans for Drug Treatment House
The Los Angeles City Council has approved plans for the opening of a drug treatment house for teen-agers, angering some residents of the suburban area where the facility will be located.
The 11-3 vote this week cleared the way for Phoenix House to open a 150-bed facility for teen-age drug users on the site of an abandoned hospital in Lake View Terrace.
Opponents had asked the council to require an eight-foot fence around the center, but council members instead passed a regulation requiring a 5 1/2-foot fence.
Phoenix House spokesman Chris Polichano said the program relies on peer pressure and supervision. He said the program does not accept youths with a history of violence or severe psychological problems.
