A summary of significant Los Angeles City Hall decisions affecting the Westside in the last week.

CITY COUNCIL

* BLOCK PARTY: Approved a request to temporarily close Horizon Avenue between Main Street and Rivera Avenue in Venice from 2 p.m. to midnight on Saturday for the Horizon Avenue Neighborhood Block Party.

BOARD OF RECREATION AND PARK COMMISSIONERS

* COURT CONCESSION: Approved waiving the rent for the concessionaires at the Cheviot Hills tennis courts through September, when reconstruction on the 14 courts is expected to be finished. The concessionaires pay a minimum rental of $1,400 per month. The $337,864 renovation project, which include resurfacing of the courts, new fencing and lights, is being done by Bestek Electrical Systems & Co. of Los Angeles.

How Westside representatives voted on selected issues.

* REBUILD L.A.: Approved a proposal to streamline the city bureaucratic process for property owners who want to rebuild structures destroyed during last year’s civil disturbances. The proposal includes establishing a Rebuild Counter in City Hall Room 460, where information and assistance will be provided. PASSED: 14-0.

VOTING YES: Marvin Braude, John Ferraro, Ruth Galanter, Jackie Goldberg, Nate Holden, Mark Ridley-Thomas and Zev Yaroslavsky.

* TEEN-AGE DRIVERS: Approved a proposal to support a state Assembly bill that would prohibit persons under 21 years of age who are stopped and found to have a blood alcohol level of 0.01% from driving a motor vehicle. Under the bill, violators’ licenses would be suspended for a year and they would face a $100 fine. PASSED: 14-0.

VOTING YES: Braude, Ferraro, Galanter, Goldberg, Holden and Ridley-Thomas.

ABSENT: Yaroslavsky.

* PUBLIC HOUSING PROGRAMS: Approved funding for the 1993-94 fiscal year to operate various self-help programs at five city public housing developments, including Mar Vista Gardens. The $3.7 million to operate the programs is from the federal government. Topics of the programs include literacy skills, substance abuse, job training and advice on parenting. PASSED: 15-0.

VOTING YES: Braude, Ferraro, Galanter, Goldberg, Holden, Ridley-Thomas and Yaroslavsky.
