For over a year now there have been complaints that the businesses and the cities affected by the riots have not received adequate attention.

Well, you can add another item to your list. The Clinton proposal for a Los Angeles “empowerment zone” will be limited to 20 square miles, which is great if you are in Chicago, Boston, or New York City, but hardly covers South-Central L.A., let alone Southeast L.A., Pico-Union, Compton, Long Beach, etc.

Last year the state Legislature adopted the Los Angeles Revitalization Zone (AB 38X) to give assistance to the Los Angeles County riot-affected areas. Accordingly, the Los Angeles revitalization zone, as adopted by the state, should be the real empowerment zone, if the Clinton Administration and our local, state and federal representatives really want to assist the riot-affected areas of Los Angeles County.
