Work Blocked, U.N. Panel Says
A U.N. commission on war crimes in the former Yugoslav federation said Thursday its work is being obstructed by the refusal of governments to provide a few dozen troops to help with excavation of mass graves.
The commission said it has drawn a blank in efforts to persuade U.N. members to supply an estimated 40 to 50 soldiers to give logistic support for excavations of two graves, one thought to contain bodies of Croats and the other of Serbs.
The United States last month cited security risks for its refusal to send troops. Other permanent members of the Security Council--Britain, France, Russia and China--either turned down or failed to reply to requests, the commission said.
