30-Year Mortgage Rates Decline: Interest rates on 30-year, fixed-rate mortgages fell to 7.21% this week, the Federal Home Loan Mortgage Corp. said. This week’s average was down from 7.25% a week earlier and followed two consecutive increases. Three weeks ago, rates sank for the fifth consecutive time, hitting 7.16%, the lowest since the corporation began calculating a weekly average in April, 1971.
