Management negotiator Richard Ravitch intends to send a letter today to the Major League Baseball Players Assn. outlining the decisions announced at last week’s owners meeting.

Ravitch said last Thursday that owners would not lock out players at the start of next season and would not attempt to change work rules relating to salary arbitration before opening day next year.

Some players said owners should formalize their pledges in writing before the union drops consideration of a preemptive strike later this season. Ravitch declined to discuss the specific contents of the letter he intends to send.
