McPhail Selected Fair Board President

Agricultural Commissioner Earl McPhail has been selected president of the Ventura County Fair Board, a nine-member panel that makes policy for the annual fair and other activities at the Ventura County Fairgrounds.

McPhail, who served as the board’s vice president, was unanimously chosen for the one-year position by other board members at their meeting Tuesday. He succeeds Diane Starr.

The Fair Board president’s position is mostly ceremonial. The president runs the panel’s monthly meetings, but does not have any more power than the other volunteer board members.

McPhail, a Santa Paula resident, was appointed to the board by the governor in 1988 and reappointed to a second four-year term last year. He has served on most board committees during his tenure.

The governor makes appointments to the board because the Ventura County Fairgrounds are operated by the 31st District Agricultural Assn., a state agency.

The board oversees a $6-million annual budget, with about $2.5 million of that spent on the annual Ventura County Fair.
