DANA POINT : Workshop to Air Doheny Village Plans

City planners will present three visions for the future of the historic, 150-acre Doheny Village at a public workshop at 7 tonight at Capistrano Beach’s Calvary Chapel.

The bowl-shaped village beneath the Interstate 5 freeway in Capistrano Beach could remain the sleepy, small-town community it has been for decades or become the major industrial and commercial base of the city, depending on which plan is ultimately chosen by the City Council, city officials said.

A straw vote on three alternatives will be taken among those attending the workshop, said Michael Philbrick, an associate city planner. The results of the voting will be aired during an upcoming joint session of the city planning commission and City Council, Philbrick said.

“There is nothing written in stone,” Philbrick said. “Everything is still subject to change. . . . None of the plans are for actual development. They are more like a blueprint of what could occur.”

Philbrick said city officials expect to come up with a fourth plan from suggestions that arise during the meeting.

The three current plans were based on a marketing study of the village, and each divides the area into six parcels, Philbrick said. The city will study both low- and high-density development in each parcel and ultimately make a decision on which combination of land uses the council prefers, he added.

Two of the alternatives include a train station to make use of the double set of railroad tracks that traverse the village, Philbrick said. One of the plans calls for extending the train station into a center for multiple types of transportation, he said.

Each of the three plans also calls for relocating the Capistrano Unified School District’s large bus yard, officials said. The least intense plan calls for transforming the yard into a park, while the others suggest developing it into a residential area or a commercial office area, Philbrick said.

The future of the 169-space Beachwood Mobile Home Park will also be a topic of discussion, Philbrick said.
