Weather and Quake Slow Production Rise: Industrial production kept rising in January, but more slowly because of severe weather and the Northridge earthquake, the federal government said. Economists said output will pick up in the first half of 1994, led by automobiles. The Federal Reserve said factory output was held to a 0.2% gain last month, but production overall still rose 0.5%.
