Vance Named Mediator in Macy Bankruptcy: A federal judge appointed former Secretary of State Cyrus R. Vance to help speed up the complex talks aimed at getting R.H. Macy & Co. out of Bankruptcy Court. The judge also ordered Macy to submit to Vance by March 8 the principal terms and conditions of its reorganization plan. Creditors may also submit their own outlines for a reorganization plan. The appointment of Vance was unexpected but welcomed by both sides. The judge also granted Macy an extension, until Aug. 1, to file an actual reorganization plan with the court. The previous deadline was to expire March 15.
