Broker Charged With Misappropriating Money: State regulators moved to revoke the license of Huntington Beach insurance broker Richard Allen Kaley, accusing him of pocketing $487,000 in premiums in 1993. Insurance Commissioner John Garamendi said Kaley collected the money from about 40 customers but failed to forward it to the insurers issuing the policies. The accusation is the first step in administrative proceedings to remove his license. An Insurance Department spokeswoman said she did not know whether Garamendi would refer the case to law enforcement authorities for criminal prosecution. Kaley could not be reached for comment.
