Cord Concern

I was recently injured when the hook of the bungee cord for my small luggage cart came undone from the bottom and snapped up and hit me below the eye. Please caution your readers to purchase only those carts with straps or cords permanently affixed to the bottom of the cart. Cords that are not attached are dangerous.
