Why Does Native-Born Youth Need English Help?

Please explain to me why a 15-year-old boy born in Granada Hills (“Youth Teeters on the Brink of Gang Life,” Jan. 2) is enrolled in classes for students with limited English-language skills. How prevalent is this in our school system today? Why haven’t we been informed what percentage of the monies provided by the Los Angeles Unified School District for this service is going to provide help for native-born children?

Not only that, if this boy does not excel in school and doesn’t spend much time studying, how can he say he is working hard to graduate? Who is he trying to fool besides himself?
