T-Bill Rates Fall at Auction: Interest rates on one-year Treasury bills hit their lowest levels in nearly three months. The average discount rate was 6.59%, down from 6.86% at the last auction Jan. 5. It was the lowest average since Nov. 10, when it was 6.09%. The bills will carry an equivalent coupon interest rate of 7.03%, with each $10,000 in face value selling for $9,333.70. Sales totaled $17.33 billion out of bids of $51.32 billion.
