A unit of Fluor Corp. said Thursday that it will be the preferred provider of system development and construction services for clients of U.S. Intelco Wireless Communications that are awarded personal communication systems licenses in an FCC auction later this year.

Holders of the new licenses would be able to build and market wireless phone systems that are said to offer greater coverage and reception capabilities than current cellular telephone systems.

Personal communications systems also have the potential for enhancements, including transmission of data from computers and facsimile machines and permanent assignment of telephone numbers so that customers could move across the country without changing numbers.

U.S. Intelco Wireless, based in Olympia, Wash., is one of several companies entering the new personal-communications systems business.

Under the agreement, Fluor Daniel would be recommended to U.S. Intelco clients as the company from which to acquire systems integration, engineering, procurement and construction services.

The agreement is not exclusive: Fluor can be the preferred provider of similar services for other wireless communication companies, and U.S. Intelco can designate other preferred providers besides Fluor.

The Wireless division furnishes business planning, financial modeling, bid packages, partnership packages and bid strategies for limited partnerships that plan to bid in the FCC auction this spring.
