THOUSAND OAKS : Planning Panel OKs Homes on Ranch Site
The Thousand Oaks Planning Commission has agreed to allow developers to build homes on the 60-acre site of the Two Winds Ranch, as long as the builder helps relocate the equestrian center.
Leaders of the equestrian community said they hoped the decision Monday night would help push the city to solidify plans for new horse stables and a corral at Broome Ranch in Newbury Park.
“I am confident that the Planning Commission decision gets us closer to what we want,” Thousand Oaks horse enthusiast Jeff Alexander said.
Representatives of Operating Engineers, one of the builders constructing the Dos Vientos development in Newbury Park, agreed to help bring utilities to a new horse facility in exchange for permission to build on the Two Winds Ranch site.
Alexander said the equestrian community has been pushing the city to grant them permanent use of 30 acres on the open space land at Broome Ranch, land that was purchased by the Mountains Recreation and Conservation Authority last year.
The agreement brokered by the Planning Commission must still gain City Council approval.
