What: Finance Director Richard A. Patino will present to the City Council an audit report by a consultant, Moreland and Associates, on the city’s financial operations for fiscal year 1993-94. Also, the council will consider for final approval an ordinance that imposes penalties for draining chemicals and other pollutants into the city’s storm drains.

Capistrano

Capistrano Unified School District board meeting

When: Today, 7 p.m.

Where: District headquarters, 32972 Calle Perfecto

What: The school board will consider changing elementary school boundaries for the 1995-96 school year to alleviate overcrowding at Arroyo Vista, Truman Benedict and San Juan elementary schools. Each campus has more than 1,000 students.

School Board Meeting

When: Tuesday, 7 p.m.

What: The school board will hear reports on the progress of the district’s beginning teachers support and assessment program as well as Commonwealth Elementary School’s fine arts program.

La Habra

City Council meeting

When: Thursday, 7 p.m.

Where: City Hall, 201 E. La Habra Blvd.

What: The council will appoint three people to the Planning Commission. The applicants are: Rose Espinoza, Theron Collier, Scott D. Edson, Jim Flores, Michael Gonzales, Jay Kremer, Mark Handler, Peter Bacarro, Robert George, William Amor, Eugene La BLond, Monte Cicino, Patrick Kelley, Brynn Kernaghan, Mark Rodriguez, Carlos Romo, Paul Thornburg, Charles L. Smith and Stanley C. Swanson.

Newport Beach

City Council meeting

When: Today, 4 and 7 p.m.

Where: 3300 Newport Blvd.

What: The council is expected to approve new guidelines on recreational vehicle storage and property maintenance. Also up for consideration are new regulations for making apartment conversions to condominiums easier for property owners. The council will also have a public hearing on plans for a Balboa Peninsula Business Improvement District.
