Fallout From the Fear of Growth?

Three things are obvious. One, Ventura County’s often discussed traffic mitigation fee was born out of the state’s unhappiness with the Ojai Valley’s noncompliance with growth standards set in the mid-70s. And the latest round of talks seems to leave the valley out of the working plans of the fee program.

Two, the Ojai Valley is occupied by a vocal group of citizens who fight tooth and nail every proposal that, in their eyes, threatens the valley with any growth.

And, three, Highways 33 and 150 are congested and their surfaces are an absolute nightmare with no repair plans in the immediate future.

Question: Are the less vocal, less growth-paranoid residents of the Ojai Valley being punished by Caltrans and the county for the actions of their “watchdogs”?
