Panel Urges Simi to Update Growth Plan

A proposal to update Simi Valley’s plan for limiting the number of residential building permits issued each year won the support of the Planning Commission on Wednesday night.

Commissioners unanimously recommended that the City Council approve a proposed ballot measure to update the plan, which lets the city control growth within its borders. If the council agrees, Simi Valley voters would decide the plan’s fate during the March, 1996, primary elections.

The Controlled-Growth Limitation Plan, adopted in 1986, placed limits on the number of permits available each year. In 1995, for example, 332 permits were available.

The current plan will expire next year. The updated plan would run through 2004.

Planning Commission Chairman Dean Kunicki said that by forcing developers to compete for a limited number of permits, the plan has improved the quality of projects that are ultimately approved.

“It’s served this community very well,” he said. “You get some very good developments from people who have to compete for them.”
