The Oct. 31 Halloween concert by David Bowie at the Hollywood Palladium--without Nine Inch Nails--is on sale today. . . . In a different holiday mood, Joe Diffie, Toby Keith and John Berry will be featured in “California Country Christmas,” Dec. 3 at the Universal Amphitheatre. Tickets go on sale Sunday. . . . On sale now is Rusted Root and Joan Osborne, Nov. 18 at the Palace. . . . The addition of the Gin Blossoms and the Meat Puppets to the lineup of R.E.M.’s Nov. 3 show at the Glen Helen Blockbuster Pavilion has moved the concert’s start time up half an hour to 7 p.m. Luscious Jackson is also on the bill.
