The River and the City
Philip L. Fradkin’s “The River of Diminishing Returns” (Oct. 29) contributes to the prevalent feeling that the city of Los Angeles is responsible for the water problems of the Eastern Sierra, Southern California, the state of California, the desert Southwest and, who knows, maybe the world!
Please don’t misunderstand me, I’m not trying to defend the indefensible things the city has done. But human nature and the greed of the victims played an equal part, at the very least. Almost everybody knows about the Owens Valley betrayal, but very few know anything near the complete story.
