City Manager Picked to Lead 2 Agencies

Santa Paula City Manager Arnold Dowdy has been named executive director of both the Ventura County Local Agency Formation Commission and the Ventura Council of Governments.

This is first time that one executive director will oversee both agencies.

LAFCO is a seven-member commission that reviews issues of land-use jurisdiction when a city changes its boundaries or when a special district is formed. His appointment was made Tuesday.

VCOG is a regional planning and coordinating agency for the Board of Supervisors, all 10 Ventura County cities and the cities of Westlake Village and Agoura Hills in Los Angeles County.

Dowdy, who has a master’s degree in public administration, has worked 22 years as a city manager, five of them in Santa Paula and 17 years as city manager of Grover Beach in San Luis Obispo County.

A resident of Santa Paula, Dowdy begins his $77,250-a-year job July 8.
