Litton Industries Inc. has named William C....

Litton Industries Inc. has named William C. Hoover, 46, a corporate vice president.

In February, Litton acquired PRC Inc., of McLean, Va., where Hoover was president. He will remain president of the Litton subsidiary.

PRC, which designs and develops computer information systems and business processes for various federal agencies and state and local governments, has annual revenues of $700 million.

Litton, based in Woodland Hills, is a major defense contractor and builds electronic systems and combat ships.

* Two Ventura County businessmen have been appointed by the National Institute of Standards and Technology to the 1996 Board of Examiners for the Malcolm Baldrige National Quality Award.

Alex Mikonowicz of Siemens Solar Industries in Camarillo was reappointed to the board, and Daniel R. Herlinger, president and chief executive officer of Mercy Healthcare Ventura County, was appointed.

Baldrige awards are made annually to recognize U. S. companies for business excellence and quality achievement. Mikonowicz and Herlinger will review and evaluate applications for the award.

* Kay Streiff has joined the Mortgage Source in Westlake Village as a senior loan processor.

Streiff has more than 15 years experience underwriting and processing conventional, FHA and VA loans. She holds a sales license and has been a loan originator, as well as a trainer of loan agents and processors.

* Ronald K. Minnehan has been named assistant vice president and loan officer at Channel Islands National Bank in Oxnard.

Minnehan will manage the bank’s new office at 2659 Townsgate Road in Thousand Oaks. A specialist in Small Business Administration financing, his primary responsibility will be to assist local and regional businesses with SBA and conventional financing needs.
