Term-Limit Issue Headed for Fall Ballot
Voters will decide in November whether to limit City Council members to two consecutive four-year terms.
After saying earlier this year that they intended to seek such action, the council voted to add the issue to the ballot.
A new state law that became effective Jan. 1 allows non-charter cities, such as La Palma, to enact term limits with the approval of a majority of city voters.
La Palma passed an initiative in 1982 to limit council members to two four-year terms, but 10 years later an Orange County Superior Court ruled it invalid because the state had not authorized such term-limit powers.
The proposal before La Palma voters Nov. 5 also would put term limits on people appointed to fill out unexpired terms. The measure states: “If a person serves for at least two years of a term, that person . . . shall be considered to have served a full four-year term.”
