City Manager Cesar Odio quit, and Commissioner Miller Dawkins was suspended a day after being charged with corruption in Miami. Odio resigned before a committee that was meeting to decide on an interim city manager, said Marcella Loina, manager in the mayor’s office. Dawkins was suspended without pay after Gov. Lawson Chiles signed an executive order. Odio and Dawkins were charged in separate cases of soliciting kickbacks for government contracts and skimming funds.
