A state government bureaucrat pleaded guilty Monday to pocketing more than $4 million in tax refund checks issued to a company he created. Prosecutors recommended a 14-year sentence for David Cheak, 42.

Cheak admitted that he used stolen computer passwords of fellow employees at the Revenue Department to write tax refunds for D&G; Industries, a nonexistent company, beginning in 1992.
