The Eli Home will be able to open its doors soon to abused children and their mothers after the City Council rejected an appeal from residents of Canyon Crest Drive and approved changes in the home’s operating permit.

The city amended the conditions to comply with federal warnings that the permit unlawfully discriminated against children. One condition, for instance, had prohibited children from playing outdoors after 7:30 p.m.

Two months ago, the Planning Commission removed such restrictions. But Canyon Crest residents appealed, asking the council to revoke the permit.

“This a business. They have proven to be horrible neighbors and they are our worst nightmare,” resident Jeannie Averill said. “They have changed our once peaceful neighborhood into a war zone.”

Mayor Tom Daly said, however, that the council’s decision to lift the restrictions “avoids a long and costly legal disagreement with federal regulators.”
