From Times Staff and Wire Reports

A federal judge ruled that the government cannot ban the sale of sexually explicit magazines on military bases. U.S. District Judge Shira A. Scheindlin ruled unconstitutional the Military Honor and Decency Act of 1996, which forbids the sale or rental of adult magazines or videos at any military installation. She ruled on a lawsuit brought by Penthouse magazine and other publishers against the Defense Department. Democratic critics had warned the ban’s loose wording could extend the ban to the Internet.
