District Appoints Vice Chancellor
Jeffrey O. Horsley, North Orange County Community College District’s director of personnel operations, has been promoted to vice chancellor of human resources.
Horsley, 46, will oversee the district’s human resources department, which handles labor negotiations and implementation of statewide policies affecting personnel.
He worked as a health science instructor at Cypress College for 16 years before becoming a district administrator in 1994.
