Carl Moyer; Advisor to California on Clean Air Efforts
Carl Moyer, 60, an influential consultant on curbing air pollution in California. Moyer served as technical advisor to the California Energy Commission, the California Air Resources Board and other agencies during a decade of efforts to bring the state into compliance with federal air quality standards. Most recently, he had been working on the problems of curbing diesel emissions. He also studied the worldwide status of batteries for electric cars and possible alternative fuels. Moyer helped create the surcharge that Californians now pay on automobile registrations to support incentive-based air quality programs. After earning three degrees in mechanical engineering from Stanford, Moyer helped found what became Acurex Corp. in Mountain View, Calif., and led it to specialize in environmental work. On Nov. 29 near Salt Lake City of a heart attack while cross-country skiing.
