Simi Valley Council OKs Assessment District Preparations
SIMI VALLEY — The developer proposing a shopping center near Madera Road and Royal Avenue may be allowed to form a small assessment district to pay for street improvements, landscaping and irrigation around the site.
Without discussion, the Simi Valley City Council on Monday night authorized city staffers to begin work on forming such a district--which would cover a limited area and would be billed to those who benefited from its formation.
Moorpark developer Ventura Pacific Capital Co. wants to form an assessment district if city leaders sign off on its plans to build a 24,700-square-foot shopping center with a supermarket, health club, four restaurants and an outdoor soccer field.
The council’s approval allows city staffers to prepare environmental assessment documents and an engineering report, approve agreements for legal and financial services and set up a special property-owner election about forming the district. The developer will pay a $5,000 deposit to the city for these services.
No cost estimate is available for the improvements, which could also include a traffic signal, water and sewer facilities and storm drains, according to a staff report prepared by Don Penman, assistant city manager.
The district would affect Ventura Pacific, and perhaps neighboring properties.
