The new program is to be funded from a sewer service surplus. Councilman [Richard] Alarcon says it’s OK because unswept trash from the gutters ends up in the sewers.

Don’t gutters feed the storm drain system that goes directly into the ocean? The sewer service fee (tax) is to repair and maintain the separate sewer system. Cleaner streets will be nice, but let’s not forget the misuse of this surplus when Alarcon and his colleagues decide to raise the sewer service charge again.

As for the 30,000 new signs, my block is clean enough under the present three- to five-week system. Will my neighbors and I have to petition to avoid unsightly new poles and signs in our frontyards?
