LAGUNA NIGUEL
Two new members will be sworn onto the City Council tonight, former Planning Commissioner Cathryn DeYoung and Joe Brown. Patricia C. Bates advances to the state Assembly and the often lone-dissenting Councilman Eddie Rose heads into retirement. The council meets at 6 p.m. to hear final comments from Bates and Rose.
