Help After Hurricane
* Carlos F. Chamorro’s Dec. 2 commentary, “Catalyst for a Better Future,” was the most intelligent writing on the aftermath of Hurricane Mitch that I have encountered. I commend a vision for Central America that includes government reforms, donor aid that is more accountable, rural economic development assistance and reforestation. Let’s give these ideas a fighting chance by forgiving the huge debt load owed by Nicaragua and Honduras and devise a development strategy that works.
