The city is nearly equally divided among donkeys and elephants. Democrats number 11,092 and Republicans 11,015, according to 1998 voter registration information. Residents in other parties make up 16% of the population. “Boy, you can’t get anything past those Republicans or Democrats,” said Councilman Steve Berry, joking that both parties scramble for constituents the minute one notices that the other has more.
