Independent Counsel Kenneth Starr must find evidence of “high crimes and misdemeanors” sufficient to recommend President Clinton’s impeachment, or, if he fails this, he must report to Congress that he has been unable to do so. If Starr does not have such strong evidence in matters other than the Lewinsky sex matter, even if he has evidence that there has been perjury, subornation of perjury, obstruction of justice, and/or witness tampering on the part of the president, his case will fail, the tapes and “talking points” paper notwithstanding.

He may send Monica Lewinsky, Vernon Jordan and others to jail, but Clinton will not be impeached simply because it would not be worth doing so.
