LCI International Telecom, a unit of Qwest Communications International Inc., has been fined $12,000 by New York regulators for illegally switching 12 people’s phone service without their permission. The New York State Public Service Commission said it had previously warned LCI about “slamming,” or switching customers illegally to its long-distance service. The commission said LCI has refunded the money it charged the customers who were slammed.
